1) Laws and policies need to change, informed by reality and feasibility rather being driven by ideology. In particular Prop 47 must be repealed, at least in part. Conservatorship and laws compelling treatment must be strengthened and enforced.

2) City agencies such as Public Health and HSH must work closely and collaboratively with law enforcement, starting with the message that drugs are not OK and antisocial behaviors are not OK. They must ramp up treatment facilities and compel those who disrupt the peace - whether the public or their own neighbors - to treatment or jail if they don't stop.

3) Judges who are systematically lenient with drug dealers and those who disrupt the peace must be exposed, and new judges need to be voted or appointed in their place.”
